Chennai Metropolitan Water Supply and Sewerage Board Employees Service Regulations.

In exercise of the powers conferred by Clause ( C ) of Section 2 of Sec.81 of the CMWSS Act, 1978 the CMWSS Board made the following Regulations in respect of employees working in the Board.

These Regulations cover recruitment, service matters, settlement of terminal benefits, sanction of long term and short term advances, Conduct & Discipline and Appeal etc. The following are the Regulations:

1. CMWSS BOARD EMPLOYEES SERVICE (GENERAL) REGULATIONS:

These Regulations came into force with effect from the date when the Board was constituted (i.e) 22.07.1978. These Regulations cover definition of services, method of recruitment, temporary appointments, types of reservation of appointment, probation and confirmation, seniority and promotion etc

2. CMWSS BOARD EMPLOYEES SERVICE (PAY REGULATIONS:

These Regulations shall apply to all employees of the Board who are paid out of the general funds of the Board. These Regulations cover compensatory, subsistence and various allowances and pay matters pertaining to various posts. These Regulations also provide for compulsory retirement of Board employees.

3. CMWSS BOARD EMPLOYEES SERVICE (LEAVE) REGULATIONS:

These Regulations shall apply to all employees of the Board except those employees belonging to other Institutions or State Government Departments working on Deputation on Foreign Service terms and conditions. These Regulations cover various types of leave eligibility to employees.

4. CMWSS BOARD EMPLOYEES SERVICE (CONDUCT) REGULATIONS:

These Regulations shall apply to all employees appointed to the service of CMWSS Board deals with matters pertaining to conduct of the employees.

5. CMWSS BOARD EMPLOYEES SERVICE(DISCIPLINE AND APPEAL) REGULATIONS:

These Regulations deals with the disciplinary matters pertaining to the employees of CMWSS Board. These Regulations cover the acts and omissions which are listed under misconduct. These Regulations also cover penalties, imposing of penalties, authorisation and appeals. These Regulations also cover the procedure for suspension, record of enquiry, withholding of appeals, power of appellate authority etc.

6. CMWSS BOARD EMPLOYEES SERVICE (PENSION) REGULATIONS:

These Regulations shall apply to all employees of the Board who retires from the service of the Board and deals with settlement of pensionary benefits such as pension, DCRG, commutation of pension, acceptance of employment after retirement, Family Benefit Fund, Family Pension etc.

7. CMWSS BOARD EMPLOYEES SERVICE REGULATIONS REGULATING GENERAL PROVIDENT FUND:

These Regulations cover the subscription, interest rate, nomination, advances and withdrawals from the General provident Fund. These Regulations shall also cover the settlement of accumulation to the retiring employees and also to the legal heirs of the deceased employees.

8. CMWSS BOARD EMPLOYEES SERVICE (PENSION COMMUTATION) REGULATIONS:

These Regulations shall allow the pensioners of the Board to commute a portion of the pension granted by the Board on their retirement.

9. CMWSS BOARD EMPLOYEES SERVICE (TRAVELLING AND TRANSFER ALLOWANCES) REGULTIONS:

These Regulations deals with rates of travelling and transfer allowances admissible to employees of the Board. These Regulations also deals with different kinds of travelling expenses such as journey by air, journey by rail and journey by bus.

10. CMWSS BOARD EMPLOYEES SERVICE(FAMILY BENEFIT FUND) REGULATIONS:

These Regulations allow the legal heirs of the deceased employees to claim the Family Benefit Fund on the death of the employee.

11. CMWSS BOARD EMPLOYEES SERVICE REGULATIONS REGULATING GRANT OF CONVEYANCE ALLOWANCE:

These Regulations allow the employees to draw conveyance allowance for discharging day to day official functions.

12. CMWSS BOARD EMPLOYEES SERVICE REGULAITONS REGULATING GRANT OF MEDICAL FACILITIES:

These Regulations shall apply to all employees on medical claims, reimbursement of medical claims and hospital stoppages.

13. CMWSS BOARD EMPLOYEES SERVICE REGULAITONS REGULATING GRANT OF HOUSE BUILDING ADVANCE:

These Regulations deals with eligibility, conditions, amount of advance, disbursement of advance and security, repayment of advance and rate of interest on the advance sanctioned for house building.

14. CMWSS BOARD EMPLOYEES SERVICE REGULATIONS REGULATING GRANDING OF EDUCATION ADVANCE:

These Regulations shall be sanctioned to all employees for education of the children studying in colleges or polytechnics. It is free interest rate advance allowed to the employees.

15. CMWSS BOARD EMPLOYEES SERVICE REGULATIONS REGULAITNG RANT OF MARRIAGE ADVANCE:

These Regulations allow the employees to draw advance towards the celebration of the marriage of themselves and their sons and daughters.

16. CMWSS BOARD EMPLOYEES SERVICE REGULATIONS REGULATING GRANT OF CONVEYANCE ADVANCE:

The Regulations shall apply to all employees of the Board to draw conveyance advance based on their eligibility.
