a) Transfer and Postings

All transfer and postings in various categories of staff are made by the Managing Director or the authority empowered in that behalf as per the regulations/ resolutions of the Board.

b) Preparation of Panel

The crucial date for preparation of panel is first April of every year. The panels for various posts are prepared in the Board based on the guidelines and instructions issued by the Government in the matter then and there.

c) Promotions

All promotions in the Board are made strictly on seniority basis by drawing panel of eligible Officers and as per the provisions contained in the CMWSS Board Special Regulations, 1982.

Employees Welfare

Metro Water believes and considers its employees as the most important assets and accords high priority to their welfare. Board realises the hazardous environment in which many of its employees particularly labour establishment employees work and providing various measures for the welfare of the employees.

     a) All the employees both under Staff and Labour Establishment category are permanent employees of the Board and    they are provided all the benefits to Government employees were extended to the Board employees, after approval of the Board.

     b) The temporary/ daily wages employees are engaged by the Contractors as per the Contract agreement conditions. The Staff / Workers engaged by the contractor should also have ESI and EPF no. in their names and to pay ESI and EPF contributions every month. The copies of the remittance challans of the ESI & EPF contributions should be submitted by the Contractor along with the bill for claiming the subsequent monthly payment.

    c) The Workers of the Contractor are covered by a suitable Accident Insurance Policy to cover liabilities under the Workman’s Compensation Act 1923.

    d) No Manual Scavengers are engaged in CMWSS Board under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act 2013. The CMWSS Board has procured several types of modern machineries like Jet Rodding, Super Sucker, Jet Cum Suction machine, Mini Jet Rodding machine, 3 Wheeler Desilting Auto and 4 Wheeler Desilting Auto  for sewer cleaning operations. The entire sewer cleaning operations has been fully mechanized.

Terminal Benefits

The services of the retiring employees under pensionable service are allowed to draw terminal benefits such as Gratuity, Commutation of Pension, Earned Leave Encashment, GPF Settlement and Monthly Pension. The settlements are made on the last working day of their service.

In case of employees death, Family Benefit Fund, DCRG, Earned Leave Encashment, GPF Settlement and Family Pension sanctioned to the eligible legal heirs of deceased employee.

In case of Pensioner Death, Family Security Fund and Family Pension sanctioned to the eligible legal heirs of deceased pensioner.

Life-time Special Family Pension sanctioned to Unmarried / Widow / Divorced Daughters/ Physically challenged/ Mentally retarded/ Third gender children of the deceased pensioner/ Family Pensioner.

Welfare Measures

     a) Three sets of Uniform cloth to all the Labour Establishment category employees and certain Staff category employees (F.W., O.A., GWM, SW) and Four sets of Uniform cloth to the Drivers were issued once in a year along with Stitching Charges.

      b) The cost of 500 grams of Gingelly Oil at the rate of Rs.150.00 per month is being paid to the Sanitary worker (Maintenance), Sanitary works (Special) and Field Workers in every month.

     c) The cost of Two Numbers of soap at the rate of Rs.100.00/- per month is being paid to the Sanitary worker (Maintenance)/ Sanitary works (Special) and cost of one soap at Rs.50/- per month is being paid to the Field Workers in every month.

    d) Hygienic Allowance of Rs.150/- per month is being paid to Sanitary worker (Maintenance)/ Sanitary works (Special) and Field Workers working in Sewer allied works.

     e) A sum of Rs.500/- is being paid to the Employees (Field Worker, Office Assistant, Sanitary Worker) towards the cost of Chappals and Rs.1200/- is being paid to the LMV & HMV Drivers, Electrical Operator, Electrician, Electrical Pumps Man, Gurkha Watchman towards the cost of Shoes in every year.

     f) Rain Coats are being issued once in Three years in respect of LMV/HMV Drivers and Tapal Persons. In respect of other unit offices Rain coats are provided for the use of employees at the location itself.

Long Term Advances

The following long term advances are sanctioned to the employees.

  • Conveyance Advance
  • Computer Advance
  • Marriage Advance

Short Term Advances

The following short term advances are sanctioned to the employees.

  • Education Advance
  • Festival Advance

Medical Concession

     a) Health Insurance covered to all employees and pensioners of the Board under “New Health Insurance Scheme”

    b) A Dispensary with a full time Doctor and Pharmacist and Lab Technical Assistant with first aid equipments is functioning at Head Office.

     c) Special Medical Camps for Eye, Ear, Lungs, and Heart are being conducted from time to time for the benefit of all the staff and employees.

    d) As per the Government rules, all the disabled employees in the Board are provided with conveyance allowance every month.

    e) Medical Reimbursement facilities are being provided to the employees of the Board those who were appointed prior April 2003.Afterwords fixed Medical allowance is being paid to the employees every month

Health Camps

All Field level workers are involved in front line works and provided with all essential safety equipments viz., Safety body Clothing/ Safety belt, Normal face mask, Torch, Hand gloves, Safety goggles, Safety helmet, Gas monitor, Reflecting Jacket, Guide pipe set, Safety Tripod set, Wadder suit, Chlorine Mask, Air Compressor for blower, Full Face Mask, Safety Gumboots and Raincoat wherever necessary.

Circular Instructions regarding Guidelines/ Safety Measures to be adhered in workplace are being issued to the Field staff as well as Contractors then and there.
